The 2020 Home Health Proposed Rule represents a seismic change in home health care. In the 2020 Proposed Rule, not only does the Centers for Medicare and Medicaid Services (CMS) proceed with the Patient-Driven Groupings Model (PDGM) and make Value-Based Purchasing Model (VBPM) performance data public, but it also introduces a plan to phase out Requests for Anticipated Payment (RAP) – the pre-payment for home health services.

This is just the Proposed Rule… what about the Final Rule?
The 2020 Home Health Final Rule will be released later this year. It is typically published in late October. We will schedule additional follow-up webinars on the Final Rule after it is released. Remember: your comments on the Proposed Rule can help shape the Final Rule. Make sure your voice is heard!

Do not wait until the Final Rule to prepare. Many compliance changes will be effective on January 1, 2020. Waiting until after the Final Rule to begin preparing in late October or November is not an option. Get informed now, and begin positioning your agency for success.

Jill Dyer, BSN, RN, HCS-D, HCS-O is a senior-level home health executive with more than 30 years of progressive management experience. An accomplished nurse, Jill has fulfilled a wide variety of roles that inform her expertise as an industry consultant, including home health administrator, home health director of nursing, and nurse consultant for home health. Jill is also certified as a Home Care Coding and OASIS Specialist. Through her clinical knowledge as a nurse and extensive management experience, Jill brings a comprehensive and well-rounded perspective to her work as a consultant and educator.

Melissa Tabor LPN, has nearly 12 years of experience working in health care, primarily in long-term care. Melissa has devoted her nursing career to educating and training nurses to use evidence-based practice. Melissa currently holds a multi-state license, and is a CPR instructor, level-one Medication Aid Instructor, and has certifications in diabetic/nutrition, Intravenous (IV) therapy, and wound care.
