In the 2020 Proposed Rule, not only do the Centers for Medicare and Medicaid Services (CMS) proceed with the Patient- Driven Groupings Model (PDGM) and make Value-Based Purchasing Model (VBPM) performance data public, but they also introduce a plan to phase out Requests for Anticipated Payment (RAP) – the pre-payment for home health services.
